Climate protection policy 2002
In 1998/99, Österreichische Kommunalkredit (a bank) was assigned the task of analyzing Kyoto options in order to elicit greenhouse gas reduction potentials based on the state of knowledge at the time.
What emerged was a process of moderation. All studies available at the time were included in the analysis, as were interviews with leading experts. The results were presented to the Environmental Support Commission as well as to the Kyoto Forum, a group that coordinated decision-taking between the Federal Government and the provinces.The Kyoto Options Analysis, which was concluded at the end of 1999, formed the foundation for the development of the climate protection policy. On the basis of a draft by the Life Ministry, Kyoto working groups were launched for individual areas/sectors in the spring of 2000. The working groups included experts from the provinces, federal ministries, as well as interest groups. By the summer of 2000, the experts had produced a draft that was then discussed with the various stakeholders and finalised in April of 2002. The final adoption of the climate protection policy was undertaken by the Council of Ministers on June 18, 2002, as well as by a resolution on the part of the conference of the governors of Austria’s provinces on October 16, 2002. The climate protection policy is thus the result of broad consensus between federal and provincial government.
